The U.S. Commission on Civil Rights visited CCS and a number of our colleague programs as part of its study of the impact of sub-minimum wage employment and congregate-setting worksites on the civil rights of citizens with intellectual disabilities.

The Commission’s final report called for a phase out of such programs nationwide and a phased-in adoption of community-based approaches such as those used in Vermont.
