The U.S. Commisssion on Civil Rights has released an important report on the impact of sub-minimum wages on the civil rights of people with disabilities.
The primary recommendation approved by the Commission majority: “Congress should repeal section 14(c) with a planned phase-out period to alternative service models prioritizing competitive integrated employment.”
Members of the Commission made a field visit to Vermont, including CCS, in gathering data for its study, and the state represents a model for the recommendation. Vermont was the first state to phase out all of its sheltered workshops and its competitive integrated employment model has earned international recognition.
